Parents and Educators Affecting the Legislative Process

William C. Donovan, Jr

Public Policy and Special Education at George Peabody College of Vanderbilt University

The following article illustrates how social change for individuals with disabilities can be made through the legislative process. It first identifies a critical social and educational need for children with disabilities, specifically preschool programming for three- and four-year-olds, and then details how the author, special education professionals, and parents addressed this need. The author recounts a four-year process that concluded with the passage of legislation for a preschool program supported by an appropriation of one million dollars.
