Implementing the Early Childhood Formula

Programs Under PL 99-457

This article describes the progress states and U.S. territories have made in implementing the Part H program for handicapped infants and toddlers and the Section 619 preschool grants program authorized by the 1986 Amendments to the Education of the Handicapped Act, PL 99-457. Some of the major challenges facing the states in this, the third year of the phase-in period, are noted.
